What this tool does

Compute a composite Portfolio Health Index combining average CPI, SPI and risk-burndown across the portfolio.

It applies the standard formula PHI = 100 × (0.4·CPI + 0.4·SPI + 0.2·RiskBurn) / 1.2 so planners, schedulers and PMOs get a defensible number they can put in front of a steering committee.
